Background

PAHO and IDF are co-issuers of the Declaration of the Americas on
Diabetes DOTA signed in 1996 The Regional Advisor on diabetes from the
PAHO Program on Noncommunicable Diseases HCN participates regularly in
the Secretariat and Executive Committee of DOTA PAHO has been also
represented in different working groups such as the Education and the
Statutes groups Collaboration between the two organizations has been
successful during the past few years, and it is expected that new programs
can be implemented in the near future

Work Plan for collaborative activities

In 1997 the IDF/PAHO Organizational Development and Strategic Planning
Workshop took place in Barbados for members of the North American council
and in Panama in 1998 for the Central and South American members At these
conferences both IDF and PAHO worked as partners in the development of
national diabetes programs

In 1999 the first national
strategic planning workshop on diabetes was
conducted in Santa Cruz, Bolivia, with the participation of professionals,
government officials, and people with diabetes from various cities and the
national level Following the workshop, work began on the development of a
diabetes education program DOTA and PAHO also funded a study on beliefs,
attitudes, and practices about diabetes education among patients and health
professionals in three Bolivian cities The results of the study, conducted
in 2000, will soon be published

The DOTA Education group also implemented diabetes education train-
the-trainer programs in Puerto Rico, Colombia, and Argentina in 1999 PAHO
supported this initiative through its Representative Offices, helping with
the logistics of candidate selection and traveling to the sites A similar
course is planned for the English-speaking Caribbean in 2001

In 1999 PAHO participated in an exercise with the North American and
Central and South American members to develop standards for diabetes
education for Latin America and the Caribbean This was an initiative of
the DOTA Education group Councils, diabetes associations, members, and
PAHO/WHO Representative
Offices across the Americas also participated The
resulting document was published in English and Spanish and has been
circulated to all the regional groups

Another initiative currently under way is the implementation of a quality-
of-care evaluation in three sites in the English-speaking Caribbean This
program is also co-funded by PAHOs HCN and DOTA
