TOPIC SENTENCES Generally the first sentence of the paragraph
A topic sentence is NOT an:
1 Announcement or plan or introduction:
In this paragraph I will discuss government policies on child
abuse
2 Obvious fact or very general summary
There are many government policies on child abuse
A topic sentence IS:
1 An argument, claim or idea, not just a simple fact You will spend
the rest of the paragraph backing up this claim
Child abuse is a growing issue in the District of Columbia
Current child abuse laws focus more on addressing child abuse
after the fact, rather than on preventing it before it happens
2 The MAIN IDEA of the paragraph, not just the introduction or summary
If you wrote down all your topic sentences in a row without the rest
of the paragraphs, your paper should still be able to make your
point
Although there is a federal law on child abuse, states and local
governments have the principal responsibility for addressing child
abuse
3 In a policy or technical paper your topic sentence may sometimes
consist of a fact, but it should be a
more complex and detailed fact
that conveys your main message, as opposed to a very general and
obvious fact that is serving as just an introduction to your message
The principal child abuse legislation at the federal level is the
Child Abuse Prevention and Treatment Act, also knows as CAPTA
compare to there are many government policies on child abuse
Domestic violence is also caused by cultural beliefs that promote
chauvinism compare to there are a lot of causes of domestic
violence
NOTE: everything in the rest of the paragraph should directly support the
topic sentence; if it doesnt, it doesnt belong in the paragraph Only
one idea per paragraph
PARAGRAPH STRUCTURE
Most paragraphs in an essay have a three-part structure-introduction, body,
and conclusion You can see this structure in paragraphs whether they are
narrating, describing, comparing, contrasting, or analyzing information
Each part of the paragraph plays an important role in communicating your
meaning to your reader
Introduction Main idea: the first section of a paragraph; should include
the topic sentence and any other sentences at the beginning of
the
paragraph that give background information or provide a transition
Body Evidence Analysis: follows the introduction; discusses the
controlling idea, using facts, arguments, analysis, examples, and other
information
Conclusion Link: the final section; summarizes the connections between
the information discussed in the body of the paragraph and the paragraphs
controlling idea
Example of a good paragraph:
Note that it has a topic sentence main idea that summarizes the message
of the paragraph, and 3 sentences that directly support provide evidence
and analysis for or elaborate on the topic sentence, and then a concluding
or summarizing link sentence
Graffiti harms property values, increases gang activity, and encourages
lawlessness Graffiti decreases property values because the house
buildings and alleys are defaced and vandalized In addition, graffiti by
gangs encourages people to join gangs or do things for their gang
Finally, graffiti makes people feel that no one cares about the
neighborhood and that committing other crimes will be tolerated Thus
graffiti has many negative effects and should be addressed
Exercise: 1 Re-write the following topic sentences to make
them stronger
or add one if there is none 2 Delete any sentences that do not directly
support the topic sentence
1 There are many reasons why people dropout of school or dont attend
school in the first place One of the most common reason why some students
drop out is because they feel that school is boring and irrelevant to real
life situations or school just isnt right for them Student with low
grades or who have repeated a grade sometimes end up dropping out because
they feel there to far behind The students with low grades feel as if the
school isnt helping them be successful and there is little motivation to
pass Others leave for jobs because it is more productive and sometimes
have financial issues and need to make
money

2 Obesity and childhood obesity is a very bad thing in the country When
you compare obesity by gender it is proven women have a higher chance of
being obese This is because of the way that the bodies of women and men
are built In men it is easier for them to convert their fat into muscle
But for women they have to work harder at converting their fat It is all
in the make-up of the person that is obese While men can change their
habits women have to change their habits and work out about 2 times as much
as men Healthier

3 The prohibition of gay marriage has many negative effects One big
impact that is important to talk about is how gay couples are not socially
accepted as spouses in society The reason that this particular subject is
important is because the people in this community who want to marry would
like to be seen as a family like any heterosexual relationship would like
to be
seen

4 The second cause is families needs Overall, 144 million families have
critical housing needs Bringing America Home At the same time, the
number of low income renters increased, due to factors such as employment
opportunities and the declining value and availability of public
assistance Parents have a hard time with large families and these prices
are making the parents turn to shelters and putting their kids up for
adoption This hurts families and
damage people If houses were affordable
for the people are the neighborhoods we will see better progress on a lot

5 Since 1993 crime rates in the Washington DC area have been declining
for the past 10 years after that Most of the crime that takes place in
DC involves young Latinos and African Americans between the age of 18 and
25, and ages 19 through 26 were most likely to be arrested The crime in
DC has gotten so out of control that the Metropolitan
Police Department
has placed crime cameras and certain Hot Spots throughout DC, and even
established a curfew for teens that were underage These solutions to the
problem in DC have helped but a lot more needs to get done

EXTRA HARD CHALLENGE EXERCISE
Divide the following, which was turned in as one paragraph, into as many
paragraphs as appropriate Then write topic sentences for each of these
new paragraphs
My public policy problem would be diabetes among Latinos, and a solution
that I have
found would be a law in Wyoming that requires health policies
to cover diabetes supplies, equipment and education In December 2006,
forty-six states have some type of law requiring health insurance coverage
to include treatment for diabetes This solution would work by giving
diabetic people health insurance and be provided with the medicine they
need like insulin Diabetes is being solved because they are now requiring
health insurance coverage So this means that its addressing the cause
because since they are being giving health insurance coverage till now,
which means that they are providing insurance to people that already have
diabetes, so the are addressing the after cause of diabetes Like I said
before this is a law because it was passed over forty-six states which
means that these states are required to provide diabetics with health
insurance coverage including treatment This law has been tried on forty-
six states Such as on Massachusetts on May 11th, 2000 the result for this
law would be that it requires common wealth regulated health insurance and
managed care policies to cover necessary diabetes supplies and services
Since diabetes is the sixth leading cause in death by
diseases Most states
require coverage of both direct treatment and the cost of diabetes
treatment and supplies often used by patients at home Except for a couple
of states This solution is going to be expensive because even if they
didnt have insurance it was going to be expensive to pay for medical
bills, medication etc So its also going to be expensive for the
government because they are going to have to pay for millions of diabetics
and incoming diabetics The people that benefit from this law would be
people that have diabetes and are at risk of getting diabetes because they
are guaranteed health insurance coverage I think the people that loose
from this are the taxpayers because they are going to have to pay more
money to people who are diabetic, and why should they have to pay for other
peoples fault it isnt their that they arent eating properly and health
So this law is strong but yet it has its weaknesses
