DIABETES RESEARCH AND TREATMENT CONSORTIUM
Subcommittee: Labor, Health and Human Services HHS, Education Request: Appropriate 1 million to the Centers for Disease Control account of the Fiscal Year 2009 Health and Human Services Appropriations bill

Community Value: The Centers for Disease Control has labeled diabetes as the Epidemic of our Time More than 16 million Americans are affected, with close to one million diagnosed as type 1 and 15 million suffering from type 2 diabetes The disease is caused by the death of the insulin producing islet cells in the pancreas, the only cells in the body capable of producing insulin to metabolize sugar Type 1 diabetes is characterized by an immune response where ones own immune system attacks its islet cells and destroys the bodys ability for insulin production Type 2 diabetes, the more common form of the disease, develops when either the body does not produce enough insulin or from islet exhaustion The cost of diabetes is more than 132 billion annually or about 1 in every 10 spent on healthcare About 2,200 new cases are diagnosed each day and one American dies every three minutes from complications of the disease More
than seven percent of Arizonans have diabetes On the border, diabetes prevalence is 50 percent higher than the rest of the country Diabetes accounts for more than 90,000 hospital visits per year, costing on average 26,000 per patient, for a total health care cost of 24 billion in hospitalization alone Emergency room visits are estimated at more than 10 million annually More than 1,000 deaths are attributed to diabetes, making it the sixth highest cause of death for Arizonans AZ Chronic Disease Report 2005, Arizona Department of Health Services Public Health Prevention Services Arizona is also home to some of the most vulnerable diabetes populations Native Americans: Native American Indian tribes in Arizona have some of the highest type 2 diabetes mellitus T2DM and obesity rates in the

world, up to 90 percent in some tribes The Pima Indians have the highest rate of diabetes in the world, including onset in some as young as 8 years old American Indians are 22 times as likely to have diabetes as whites Hispanics: Thirty percent of all Arizonans are Hispanic Hispanics suffer disproportionately from diabetes Studies show rates as high as 16 percent of the adult Mexican-American
population with diabetes They are almost twice as likely to develop diabetes as non-Hispanic whites Elderly: The elderly also represent a significant population of diabetes cases In 2004, approximately 13 percent of the Arizona population was over 65 years of age This number is increasing Background: The University of Arizona requests 1 million for Fiscal Year 2009 to further develop the Diabetes Treatment and Research Consortium, a comprehensive effort for the prevention and treatment of diabetes Funding will cover costs for the creation of a critical piece of equipment to the production of islet cells, for a Good Manufacturing Process GMP facility to prepare clinical diabetes therapies and for research and testing of new technologies and treatments The equipment purchased will be used for the clinical islet cell transplant program Islet cell therapy, regenerative medicine such as stem cell treatments, tissue engineering and other cellular therapies require production at GMP facilities GMP ensures that the manufacturer, processes and packagers of cells, tissues, and drugs are safe, pure and effective
